Costa Rica’s border security and social services infrastructures have been extensively challenged by a fast-growing population of migrants and foreign residents in recent years.
To reduce the impact of these developments, the government introduced a new legal and political framework and additionally introduced a highly secure, counterfeit-resistant Foreign Resident ID card.
