This means that cards issued to legitimate residents cannot be stolen and fraudulently converted to another person's identity. Also, since LaserCard's technology is the most counterfeit-resistant, criminals will not have the opportunity to create counterfeits and sell them to those who would enter our country illegally."

Costa Rica’s border security and social services infrastructures have been extensively challenged by a fast-growing population of migrants and foreign residents in recent years.
To reduce the impact of these developments, the government introduced a new legal and political framework and additionally introduced a highly secure, counterfeit-resistant Foreign Resident ID card.
